Products requiring cosmetics LTO include skincare (lotions, creams, serums, toners), haircare (shampoos, conditioners, hair treatments), makeup (foundation, lipstick, eyeshadow, mascara), and personal care products like deodorants and body washes.

HUHS Manufacturer License authorizes manufacturing of household and urban hazardous substances. These are products classified as household products rather than cosmetics or drugs.

Products requiring HUHS manufacturer license include household cleaning products (all-purpose cleaners, floor cleaners, glass cleaners, bathroom cleaners), laundry products (detergents, fabric softeners), air fresheners, disinfectants, and dish soaps.

Some manufacturers hold both license types. This allows them to produce both cosmetics and household products. Manufacturers with only cosmetics LTO cannot legally produce household cleaning products and vice versa.

How to Verify FDA Licensing

Verifying manufacturer FDA licensing protects your brand from illegal manufacturing and regulatory violations.

Request license certificates from the manufacturer. Legitimate manufacturers will provide copies of their current FDA licenses. Certificates should include license number, facility address, authorized product categories, issue date, and expiration date.

Check expiration dates. FDA licenses expire and must be renewed. Confirm the license is current and will remain valid throughout your production timeline. Expired licenses mean the facility cannot legally operate.
