The FDA issues two types of HUHS licenses: HUHS Manufacturer License and HUHS Trader License.

HUHS Manufacturer License allows facilities to produce household cleaning products in the Philippines. Only manufacturers with valid HUHS Manufacturer Licenses can legally produce household cleaning products.

HUHS registration is product-specific. Each formulation requires separate registration even if sold under the same brand name. A brand selling dishwashing liquid, floor cleaner, and disinfectant needs three separate HUHS registrations.

Registration applications are filed by the brand owner or authorized representative. The manufacturer cannot file product registration on behalf of brand owners but provides necessary supporting documentation.

FDA Notification for Household Products
