Step 3: Develop the Formulation

Work with your manufacturer's formulation team to develop the lotion base. Key inputs: target viscosity, fragrance profile, active ingredients, skin feel, and shelf life. Standard lotion formulations use an emulsion base (water phase and oil phase combined with emulsifiers), preserved with broad-spectrum preservatives.

Step 4: Register the Product with FDA Philippines

Cosmetics in the Philippines require FDA product notification before sale. The brand owner (not the manufacturer) files the notification through the FDA eSERVICES portal.

Required documents: Certificate of Product Notification (CPN) application form, complete list of ingredients (INCI), product label compliant with FDA labeling requirements, manufacturer's FDA LTO, and a safety assessment or Certificate of Free Sale depending on product category.

The FDA processes cosmetic notifications within 15 to 30 working days under the standard track. Once approved, you receive a CPN number that must appear on the product label.

For whitening products, review FDA guidelines on allowable whitening agents. Prohibited ingredients include mercury compounds and certain hydroquinone concentrations. Your manufacturer should provide a compliance declaration.

Step 5: Design Packaging and Labels

Lotion packaging must comply with FDA labeling requirements: product name, net contents, ingredients list (INCI), manufacturer name and address, country of origin, batch code, and expiry date. The CPN number is added once approved.

Work with a packaging supplier for bottles, pumps, and caps. Your manufacturer may have preferred suppliers or can coordinate packaging procurement as part of the contract.

Label design should be print-ready in the correct dimensions before production. Allow 2 to 4 weeks for label printing once design is finalized.
