FDA Requirements

Foaming soap in the Philippines is classified as a cosmetic and regulated by the Philippine FDA. Manufacturers must hold a valid FDA Cosmetics License to Operate.

Orsolab holds FDA Cosmetics LTO No. LTO-3000006301418. This allows us to legally manufacture foaming hand soap and foaming body wash in the Philippines. Products manufactured at our facility can be registered or notified under your brand name with the FDA.

Select from our existing foaming soap formulations and brand them under your name. Private label manufacturing takes 6 to 10 weeks from order confirmation to finished goods.

Contract Manufacturing

Custom foaming soap formulation developed by our R&D team based on your product concept, target benefits, or reference product. You own the formula.

Contract manufacturing takes 2 to 3 months from initial inquiry to finished goods. This includes 1 to 2 weeks for sample development and foam testing, followed by 30 to 45 working days for full production.

MOQ and Pricing

Minimum order quantity for foaming soap is 250kg per SKU. This applies to both private label and contract manufacturing.

For context, 250kg of foaming soap concentrate in gallon refills is approximately 66 gallons. In 1-liter pump bottles, 250kg produces approximately 250 units. For bulk 5-gallon containers, 250kg produces approximately 13 containers.

Since foaming soap concentrate is diluted during dispensing, the effective end-use volume is significantly larger than liquid soap. One gallon of foaming soap concentrate can provide more handwashes than one gallon of liquid soap.

What makes foaming soap different from regular liquid soap?

Foaming soap is formulated as a diluted concentrate with specific surfactant ratios designed to create stable foam when mixed with air in foaming pump dispensers. Regular liquid soap is thicker and does not foam properly in foaming pumps. Foaming soap uses less product per dispense (approximately 0.7ml per pump vs 1.5ml for liquid soap) while still providing effective cleaning. The pre-lathered foam provides better coverage with less product, reducing overall consumption and cost per handwash.

Can foaming soap work with any dispenser?

No. Foaming soap requires a foaming pump dispenser with an air chamber that mixes the liquid concentrate with air to create foam. Regular soap pumps will not foam the product properly. Most foaming dispensers follow similar mechanical specifications, but we recommend testing your formulation with your specific dispenser model. Is foaming soap as effective as liquid soap for cleaning?
