Manufacturing foundation requires formulation expertise in emulsion technology, pigment dispersion, shade matching, and stability testing across multiple shade variants. Orsolab's facility produces foundation in liquid, cream, and emulsion formats at our GMP-certified production line in Cavite.
Our minimum order quantity is 250kg per SKU. For liquid foundation this translates to approximately 625 to 2,500 finished units depending on packaging size and formula density.
Types of Foundation Available
Liquid Foundation
The most common foundation format. Liquid emulsion in varying coverage levels from sheer to full. Packaged in bottles with pump, dropper, or doe-foot applicators. Available in matte, satin, and dewy finishes.
BB Cream (Blemish Balm)

CC Cream (Color Correcting)
Similar to BB cream but with added color-correcting properties. Addresses redness, dullness, or uneven skin tone. Lighter texture than BB cream. Growing category in the Philippines.
Tinted Moisturizer
Lightweight, sheer coverage foundation with moisturizing benefits. Natural finish. Suitable for daily wear or minimal makeup looks. Lower pigment load than full foundation.
Foundation Primer
Applied before foundation to create a smooth canvas, improve foundation adherence, and extend wear time. Available in mattifying, hydrating, pore-blurring, and color-correcting variants.
Cushion Foundation (Refill Production)
Foundation-soaked sponge in a compact. Orsolab produces the liquid foundation formula for cushion compacts; cushion assembly typically handled by specialized compact manufacturers.

FDA Requirements for Color Cosmetics
Foundation in the Philippines is classified as a cosmetic product and regulated by the Philippine FDA. All foundation must be manufactured by a facility holding a valid FDA Cosmetics License to Operate.
Orsolab holds FDA Cosmetics LTO No. LTO-3000006301418. This license allows us to legally manufacture foundation and other cosmetic products in the Philippines.
Before selling foundation in the Philippine market, your product requires FDA Cosmetic Product Notification. Each shade variant requires separate notification. Orsolab provides the necessary manufacturing documentation including Certificate of Product Analysis for each shade, stability testing, microbial testing, batch manufacturing records, and facility licenses to support your FDA submission.
Foundation pigments must use FDA-approved colorants. Sun protection claims require additional SPF testing and drug registration. Products manufactured at unlicensed facilities cannot be legally sold in the Philippines.

Private Label vs Contract Manufacturing
Orsolab offers two primary manufacturing models for foundation production.
Private Label Foundation
Select from Orsolab's existing foundation base formulations and customize shade range. Limited customization on base formula but you control shade development and branding.
This model works best for new makeup brands and retailers who want to launch foundation without full custom R&D. Shade matching requires testing but base formula development is eliminated, reducing timeline.
Private label foundation at Orsolab includes liquid foundation bases and BB cream formulations in customizable shade ranges.
Contract Manufacturing
Orsolab's R&D team develops a custom foundation formula based on your specifications, coverage level, finish preference, or reference product. You own the formula. The manufacturer produces it exclusively for your brand.
Contract manufacturing allows full differentiation in texture, coverage, finish, shade range, active ingredients, and packaging format. Development timeline adds 2 to 3 weeks for base formula development plus shade matching and client approval before full production begins.
