Micellar water in the Philippines is classified as a cosmetic product and regulated by the Philippine FDA. All micellar water must be manufactured by a facility holding a valid FDA Cosmetics License to Operate.
Orsolab holds FDA Cosmetics LTO No. LTO-3000006301418. This license allows us to legally manufacture micellar water and other cosmetic products in the Philippines.
Before selling micellar water in the Philippine market, your product requires FDA Cosmetic Product Notification. Orsolab provides the necessary manufacturing documentation including Certificate of Product Analysis, stability testing, microbial testing, batch manufacturing records, and facility licenses to support your FDA submission.
Micellar water marketed for eye-area makeup removal requires ophthalmologist safety testing. Products manufactured at unlicensed facilities cannot be legally sold in the Philippines.

Contract manufacturing allows full differentiation in surfactant systems, active ingredients, fragrance, packaging color and format, and product positioning. Development timeline adds 1 to 2 weeks for sample formulation and client approval before full production begins.
