Step 3 — Find an FDA-Licensed Manufacturer
This is the most critical step. Any skincare product sold in the Philippines must be manufactured by a facility holding a valid FDA License to Operate as a Cosmetics Manufacturer.

Step 4 — Understand FDA Requirements for Skincare Products
Skincare products sold in the Philippines fall under the FDA's cosmetics regulations. Key requirements include:
- •Products must be manufactured by an FDA-licensed cosmetics manufacturer
- •Cosmetic products must be notified to the FDA before market launch
- •Labels must include: product name, net content, ingredients (INCI names), manufacturer name and address, country of origin, and lot number
- •Claims must be within the bounds of cosmetic claims — not drug claims
