Step 2: Find an FDA-Licensed Manufacturer

All cosmetic products manufactured in the Philippines must be produced by an FDA-licensed facility. You cannot legally manufacture soap without holding an FDA Cosmetics License to Operate.

This is why most brands use contract manufacturing or private label. The manufacturer holds the FDA license and you brand the finished product.

Look for manufacturers with active FDA Cosmetics LTO and GMP certification. These are legal requirements, not optional quality badges. Any manufacturer claiming to produce cosmetics without these licenses is operating illegally and will cause regulatory problems for your brand.

Step 3: Choose Private Label or Contract Manufacturing

You have two manufacturing models to choose from.

Private label means you select from the manufacturer's existing soap formulas and apply your brand name and packaging. The formula is proven, the timeline is faster, and the cost is lower because no custom development is required. Typical timeline is 6 to 10 weeks from order to delivery.

Contract manufacturing means the manufacturer develops a custom formula for your brand based on your specifications. You own a unique formula. The timeline is longer because it includes R&D, sampling, and approval cycles. Typical timeline is 10 to 16 weeks including formulation.

For most first-time brands, private label is the better starting point. You get to market faster and test demand before investing in custom formulation. Once you have sales data and customer feedback, you can develop a custom formula in v2.

Step 4: Sort Your Packaging and Label

Soap is typically packaged as wrapped bars, boxed bars, or unwrapped bulk bars for wholesale. Common sizes are 80g, 100g, 135g, and 150g per bar.

Your packaging choice affects your cost per unit and your shelf presence. Larger bars have lower cost per gram but higher total price per unit. Smaller bars are more affordable as an entry-point purchase but offer less value perception.

Step 5: FDA Notification

All cosmetic products sold in the Philippines must be FDA-notified or FDA-registered depending on category. Soap is classified as cosmetic and requires FDA Product Notification.

Your manufacturer will prepare the Product Information Document, conduct required stability testing, and submit to FDA on your behalf. You will receive a Certificate of Product Notification once approved.

This process takes approximately 3 to 5 months. The good news is that production can start while FDA notification is in progress. You cannot sell until the notification is approved, but you can manufacture and prepare inventory.

Step 6: Launch on Shopee and Lazada

Shopee and Lazada are the two dominant online marketplaces in the Philippines. Most beauty brands launch on both platforms simultaneously.

Both platforms require FDA documentation to list cosmetic products. Once your FDA notification is approved, you can upload your Certificate of Product Notification and list your soap.

Start with Shopee and Lazada Sponsored Products to drive initial traffic. Organic ranking takes time to build. Paid ads give you immediate visibility in search results.
